~Structure of Kwai Tsing District Council
The Kwai Tsing District Council is established under the District Councils Ordinance (Cap 547). The terms of reference of a District Council specified in section 61 of the District Councils Ordinance are as follows:
The functions of a District Council are-
to advise the Governmente-
- on matters affecting the well-being of the people in the District; and
- on the provision and use of public facilities and services within the District; and
- on the adequacy and priorities of Government programmes for the District; and
- on the use of public funds allocated to the District for local public works and community activities; and
where funds are made available for the purpose, to undertake –
- environmental improvements within the District; and
- the promotion of recreational and cultural activities within the District; and
- community activities within the District.

Traffic & Transport Committee
Terms of Reference (January 2008 Version)
- To advise the Government on the policies and matters relating to the following areas to ensure that the needs of the local residents have been catered for:
- traffic planning and programming of transport projects;
- priorities for investigation and implementation of traffic and transport proposals in the district;
- assess the adequacy, efficiency and quality of public transport facilities in the district;
- identify traffic, road safety and parking problems in the district;
- monitor public opinion with regard to traffic and transport matters affecting the district; and
- public works pertaining to the above areas.
- To undertake or co-operate with relevant government departments and local organisations for the implementation of community involvement projects pertinent to traffic and transport in the district subject to the grant of District Council funds.
- To monitor the work of the working groups under the Traffic and Transport Committee.
- To handle other work delegated by the District Council as and when necessary.

Administration & Finance Committee
Terms of Reference (January 2008 Version)
- To make recommendations to the District Council on administrative matters and proposed amendments to the Standing Orders of Kwai Tsing District Council;
- To make recommendations to the District Council on the preparation of its annual budget;
- To co-ordinate the work of the Committees under the ambit of the District Council;
- To promote the Kwai Tsing Safe Community and Healthy City Programme;
- To monitor the Kwai Tsing District Office in the recruitment of Community Service Organisers for the District Council;
- To monitor the operation of the ‘Meet-the-Public’ Scheme;
- To advise the District Council on the review and amendments of the Guidelines on the Use of Kwai Tsing District Council Funds and to supplement and interpret areas that have not been clearly explained in the Guidelines as necessary and maintain written records of such for future reference in vetting funds applications;
- To set up a vetting working group for handling matters in relation to District Council funds (For details, please refer to the terms of reference of the working group);
- To process the appeals of local organisations in relation to District Council funds applications;
- To undertake or co-operate with relevant government departments and local organisations for the implementation of community involvement projects pertinent to the promotion and publicity of the District Council subject to the grant of District Council funds;
- To monitor the work of the working groups under the Administration and Finance Committee; and
- To handle other work delegated by the District Council as and when necessary.

Housing Affairs Committee
Terms of Reference (January 2008 Version)
- To advise the Government on the policies and matters relating to the following areas to ensure that the needs of the local residents have been catered for:
- housing policies;
- policies governing the public housing and its management;
- management and regulation of private buildings and commercial and industrial buildings;
- estate management of the Hong Kong Housing Society; and
- public works pertaining to the above areas.
- To undertake and co-operate with relevant government departments and local organisations for the implementation of community involvement projects pertinent to promoting housing and good building management in the district subject to the grant of District Council funds.
- To monitor the work of the working groups under the Housing Affairs Committee.
- To handle other work delegated by the District Council as and when necessary.

Community Affairs Committee
Terms of Reference (January 2008 Version)
- To advise the Government on the policies and matters relating to the following areas to ensure that the needs of local residents have been catered for:
- medical services;
- education and civic education;
- social welfare services and other related facilities;
- economic and labour affairs (include labour relations and occupational safety and health);
- services of the public sector;
- environmental protection and pollution control;
- environmental hygiene and food safety; and
- public works pertaining to the above areas.
- To undertake or co-operate with relevant government departments and local organisations for the implementation of the following community involvement projects in the district subject to the grant of District Council funds:
- activities to pay close attention to education, civic education and medical services;
- activities to promote community services;
- activities to promote labour relations and occupational safety and health;
- activities to promote environmental awareness;
- activities to enhance awareness of food safety, environmental hygiene and cleanliness among the locals; and
- activities to pay close attention to economic development.
- To monitor the work of the working groups under the Community Affairs Committee.
- To support the efforts of government departments, local organisations and voluntary agencies in the provision of social welfare services and facilities for local residents.
- To handle other work delegated by the District Council as and when necessary.

Recreation & Culture Committee
Terms of Reference (January 2008 Version)
- To advise the Government on the policies and matters relating to the following areas to ensure that the needs of local residents have been catered for:
- promote and co-ordinate cultural and art related activities; and
- promote and co-ordinate recreational and sports related activities.
- To undertake or co-operate with relevant government departments and local organisations for the implementation of the following projects in the district subject to the grant of District Council funds:
- community involvement projects pertinent to culture and art;
- community involvement projects pertinent to recreation and sports;
- district festival funding scheme; and
- district cultural activities funding scheme.
- To monitor the work of the working groups under the Recreation and Culture Committee.
- To encourage and support government departments, local organisations, voluntary agencies and the people working or living in the district to actively participate in the affairs and activities set out in the above paragraphs, with a view to enhancing the locals’ sense of belonging to the district.
- To handle other work delegated by the District Council as and when necessary.

District Facilities Management Committee
Terms of Reference (January 2008 Version)1. To advise the Government on the policies and matters relating to the following areas to ensure that the needs of the local residents have been catered for:
- matters in respect of land control and development programme and land use policy;
- matters in respect of the operation, management and maintenance of the facilities pertinent to culture, recreation, sports and greening of the environment in the district;
- prioritise facility improvement or construction works under the “District Facilities Capital Works Block Vote”;
- put forward or endorse proposals pertinent to the implementation of projects and activities by using the facilities concerned; and
- public works pertaining to the recreational and cultural areas.
2. To undertake or co-operate with relevant government departments and community organisations for the implementation of the following projects in the district subject to the grant of District Council funds:
- leisure and sports programmes, library extension activities and free cultural and entertainment programmes organised by the Leisure and Cultural Services Department;
- District Minor Works; and
- Community Facilities Management Scheme.
3. To monitor the work of the working groups under the District Facilities Management Committee.
4. To handle other work delegated by the District Council as and when necessary.

Vetting Working Group
Terms of Reference (January 2008 Version)
- To vet, reduce, approve or reject District Council funds applications for the Kwai Tsing District Council funds in accordance with the Guidelines on the Use of Kwai Tsing District Council Funds within its delegated authority;
- To deal with the applications for District Council funds that are in breach of the terms of the Guidelines on the Use of Kwai Tsing District Council Funds and impose penalty clause within its delegated authority;
- To advise the Administration and Finance Committee on the amendments of the Guidelines on the Use of Kwai Tsing District Council Funds; and
- To advise the awarded bodies or organisations on the use of District Council funds.
