The Kwai Chung and Tsing Yi District Board was established on 1 April 1985. Before that date, Kwai Chung and Tsing Yi were within the purview of the Tsuen Wan District Board.

The Kwai Chung and Tsing Yi District Board was renamed the Kwai Tsing District Board on 1 April 1988 to tie in with the name of “Kwai Tsing District Office”. With the return of sovereignty over Hong Kong to the People's Republic of China, the Hong Kong Special Administrative Region Government established the Kwai Tsing Provisional District Board on 1 July 1997.

The first K&T DC of the HKSAR started its operation on 1 January 2000. The term of office of the District Council Members started from that date and will end on 31 December 2003. On the same day, the English title “District Board” was renamed as “District Council”. In addition to a Chairman, there is a Vice-Chairman in the current K&T DC.

The constituencies and membership of all the previous K&T DCs [formerly known as the Kwai Chung and Tsing Yi District Board (KC&TY DB)/Kwai Tsing Provisional District Board] are set out below:

From 1.4.1985 to 31.3.1988   The KC&TY DB for this term had 8 constituencies: Kwai Chung Central, Kwai Chung East, Kwai Chung North, Kwai Chung South, Kwai Chung West, Kwai Shing, Tsing Yi North and Tsing Yi South.   The KC&TY DB for this term was made up of 25 members, including 9 appointed members, 15 elected members and 1 ex-officio member.
From 1.4.1988 to 31.3.1991   The Kwai Tsing District Board (K&T DB) for this term had 9 constituencies, including the original 8 constituencies, namely Kwai Chung Central, Kwai Chung East, Kwai Chung North, Kwai Chung South, Kwai Chung West, Kwai Shing, Tsing Yi North and Tsing Yi South, and Tsing Yi Central, a new constituency added in March 1988.   The K&T DB for this term was made up of 26 members, including 9 appointed members, 16 elected members and 1 ex-officio member.
1.4.1991 to 31.3.1994   The K&T DB for this term had 15 constituencies, including the original 9 constituencies, namely Kwai Chung Central, Kwai Chung East, Kwai Chung North, Kwai Chung South, Kwai Chung West, Kwai Shing, Tsing Yi North, Tsing Yi South and Tsing Yi Central, and 6 new constituencies, namely Tsing Yi West, Tsing Yi East, Cheung On, Tai Wo Hau, Lai Cho and Shek Lei.   The K&T DB for this term was made up of 28 members, including 9 appointed members, 18 elected members and 1 ex-officio member. 
From 1.4.1994 to 30.6.1997   The K&T DB for this term had the district re-divided into 26 constituencies: Kwai Hing, Kwai Shing East Estate, Upper Tai Wo Hau, Lower Tai Wo Hau, Kwai Chung Estate, Shek Yam, On Yam, Tai Pak Tin, Shek Lei, Shek Lei Extension, Kwai Fong, Kwai Wah, Lai Wah, Cho Yiu, Lai King, Kwai Shing West Estate, Nga On, Hoi Chui, Cheung Ching, Tsing Yi South, Cheung Hong, Shing Hong, Tsing Yi Estate, Hang Wai, Fat Tai and Cheung On.   The K&T DB for this term was made up of 27 members, including 26 elected members and 1 ex-officio member.
From 1.7.1997 to 31.12.1999   Not applicable   The Kwai Tsing District Board was renamed the Kwai Tsing Provisional District Board and was made up of 34 appointed members. 
From 1.1.2000 to 31.12.2003   From 2000 onwards, the K&T DC had 28 constituencies: Kwai Hing, Kwai Shing East Estate, Upper Tai Wo Hau, Lower Tai Wo Hau, Kwai Chung Estate, Shek Yam, On Yam, Tai Pak Tin, Shek Lei, Shek Lei Extension, Kwai Fong, Wah Fung, Cho Yiu, Lai Yiu, Hing Fong, Lai King, Kwai Shing West Estate, Nga On, Wai Hoi, Tsing Yi Estate, Greenfield, Cheung Ching, Cheung Hong, Shing Hong, Tsing Yi South, Cheung Hang, Fat Tai and Cheung On.   The first term of the K&T DC of the HKSAR was made up of 36 members, including 28 elected members, 7 appointed members and 1 ex-officio member.
From 1.1.2004 to 31.12.2007   The second term of K&T DC has 28 constituencies in total, which include Kwai Hing, Kwai Shing East Estate, Upper Tai Wo Hau, Lower Tai Wo Hau, Kwai Chung Estate, Shek Yam, On Yam, Shek Lei Extension, Shek Lei, Tai Pak Tin, Kwai Fong, Lai Yiu, Lai Wah, Cho Tiu, Hing Fong, Lai King, Kwai Shing West Estate, On Ho, Wai Ying, Tsing Yi Estate, Greenfield, Cheung Ching, Cheung Hong, Shing Hong, Tsing Yi South, Cheung Hang, Ching Fat and Cheung On.   The second term of the K&T DC is made up of 36 members, including 28 elected members, 7 appointed members and 1 ex-officio member.
From 1.1.2008 to 31.12.2011   The third term of K&T DC has 28 constituencies in total, which include Kwai Hing, Kwai Shing East Estate, Upper Tai Wo Hau, Lower Tai Wo Hau, Kwai Chung Estate, Shek Yam, On Yam, Shek Lei Extension, Shek Lei, Tai Pak Tin, Kwai Fong, Wah Lai, Lai Wah, Cho Tiu, Hing Fong, Lai King, Kwai Shing West Estate, On Ho, Wai Ying, Tsing Yi Estate, Greenfield, Cheung Ching, Cheung Hong, Shing Hong, Tsing Yi South, Cheung Hang, Ching Fat and Cheung On.   The third term of the K&T DC of the HKSAR was made up of 36 members, including 28 elected members, 7 appointed members and 1 ex-officio member.
